1. What is Gabo Reform?

Kim Hong-jip's cabinet established the 'Ministry of Military and National Security'1 and continued modern reforms. Because this reform was carried out in the year of Gabo (1894), it was called the ‘Gabo Reform’. In the Gabo Reform, reform plans were presented in the political, social, and economic fields. In politics; The affairs of the royal family, the palace, and the nation were separated from each other. The government and palace were systematically divided into Uijeongbu (Uijeongbu) and Gungnaebu (Gungnaebu).

2.What things have changed?

The position of Yeonguijeong, which governed Uijeongbu at the time, was changed to Prime Minister. In addition, the six administrative agencies belonging to Uijeongbu were divided into Nemu (Home Affairs), Bomu (Foreign Affairs), and Takjiamun (Takjiamun). This was reorganized into eight sub-mun (八文), and the person in charge of each sub-mun was appointed as minister (至臣). In addition, the orphan high school system was abolished and a new civil servant appointment system was developed. Afterwards, civil servant candidates were appointed after passing tests in various applied fields such as Korean, Chinese, arithmetic, and politics.

3. What social innovations have been achieved?

Socially, the caste system was legally abolished and marriage at a young age was prohibited. Widows were allowed to remarry and the guilt-by-association system was abolished. Most of the innovations brought to social order were consistent with the demands of the Donghak Peasant Action. In the reform of the economic sector, institutions responsible for finance were consolidated and handed over to the Taxiamun administration. Additionally, the value standard for currency was set at silver and the use of Japanese currency was permitted. We reformed the tax payment system, abolished paying taxes on products such as rice and cloth, and began the practice of collecting money. Civil servant salaries were also paid in cash.

While the reforms were underway, Japan became heavily involved in Joseon's internal affairs, forcing the authorities to place Japanese advisors in all government offices in Joseon.
